By covering one of the unit's two mounts, it prevents debris from collecting there and making contact with your lens when you secure it to the flipper. Grooves along the outside of the cap give you a better grip for easier attachment and removal.
To connect the cap, put the tail/end of it through the triangle-shaped lug on the flipper, then pull it back over and pass it through its own small hole to create a loop around the lug. Once it's locked in place, pull to tighten it securely and then place the cap onto the flipper's lens mount.
