The user manual for the SureFire Rapid Transition Sight with Tritium Sight provides

This SureFire Rapid Transition Sight features a tritium sight that offers excellent visibility at night with two dots on the rear sight and one on the front. The 45° offset means that switching from optical to iron sights can be done without removing a hand from the weapon or making manual adjustments. It also has a durable 7075 aluminum alloy construction and features 1/2 MOA elevation and windage adjustments for getting the accuracy you need with your firearm.
It mounts directly to Picatinny rails and has a low-profile design that extends just 0.2" above the top rail, meaning it won't interfere with your primary optics or IR illuminator. It also is the same height above bore as the standard issue M4/M16A4 sights. Additionally, this sighting system is made in the USA.
